Cone/Ball Valve

I have concern regarding how to control/set the emergency closing speed (seconds) and if it is really necessary, because I have others peers that said it is not necessary.I will appreciate any advise about the function of this emergency control.The size of this Ball Valve is 18" and it will be installed in a pump station.You might get the ball rolling by revealing what is being pumped, what the subject valve does, why it has to close, and who says it has to be there at all."Emergency Operation" The valve can be configured to open or close valve in the event of power failure, line breakage or other emergency.This valve is used in a sewer pumping station to protect the system of a water hammer.I belive that If the Valve has this option, it needs to be used. Some anti-surge controllers have a non-volatile memory into which the tuning parameters have to be stored in case of power failure. Check the user manual to see if this is the case and if so make sure the new parameters are saved away.
